Is all free software a bargain?

The following is, presumably, the author’s promotion for a piece of software included on the free cover CD of this month’s PCPlus magazine.  It reads as if it was written by a geeky 14 year old who hadn’t bothered much with English lessons. Would you have bought it at £35?
